OBJECTIVES OF THE PROGRAMME :
Primary Objective of HIV/AIDS and Sexually Transmitted Infections (STI) Programme is to strengthen national capacity of Member States in the prevention, treatment and control of HIV/AIDS and STI.
Description of duties:
Under the broad guidance of Director, Communicable Diseases (CDS) and the direct supervision of the Regional Adviser, HIV/AIDS, in collaboration with concerned staff in CDS/SEARO, other departments in the Regional and WHO country offices, the incumbent will provide technical advice on HIV/AIDS prevention, treatment and care programmes. The incumbent will integrate and coordinate initiatives for capacity building of the Member Countries for prevention and control of HIV/AIDS and STI particularly among high-risk groups.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives):
1. Provide technical, advisory and coordination support to Member States in strengthening health sector interventions for HIV prevention including prevention among most-at- risk populations and prevention of mother-to-child transmission of HIV with policy development, programme implementation and resource mobilization;
2. Provide technical, advisory and coordination support to Member States in strengthening health services related to HIV/AIDS counseling and testing, care and treatment with policy development, programme implementation and resource mobilization;
3. Promote research activities of member countries in the Region including priorities setting, implementation and dissemination of research results as a part of strategic information gearing towards development of evidence-based policies and interventions to increase efficiency and effectiveness of HIV/AIDS prevention and control;
4. Coordinate with governments, non-governmental organizations, other UN agencies, partner organizations and institutions to promote the development of effective interventions, implementation, monitoring and evaluation of HIV/AIDS prevention, care and treatment;
5. Promote networking of WHO collaborating centres and Centres of Excellence in the Region in the area of HIV/AIDS prevention, care and treatment;
6. Perform any other duties as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in health science or medical degree complemented by post graduate degree in public health. Studies of or knowledge of HIV/AIDS and reproductive health related topics including epidemiological research.

Good working knowledge of Windows applications. Knowledge of epidemiological software such as EPI info or SPSS. Good computer skills.

Experience:
Essential: Minimum 10 years of professional experience in implementation of health programmes, including 5 years of experience at the international level, particularly focusing on HIV/AIDS/STI prevention, care and treatment; health projects focusing on young people, drug users, sex workers and other vulnerable people, and management of targeted interventions in the field of prevention and care of HIV/AIDS and sexually-transmitted infections.
Languages:
Excellent knowledge of spoken and written English. Knowledge of another WHO official language is desirable.

Annual salary: (Net of tax)
US$ 79,537 at single rate

OBJECTIVES OF THE PROGRAMME :
To provide technical and operational support to national health authorities particularly in the areas of national and international training and education programmes, including fellowships; to monitor and evaluate relevance and effectiveness of HRH development activities; and to coordinate the programme activities with other UN agencies, international and national organizations, and different departments and programmes within the Organization; to develop appropriate human resources for health through strengthening of fellowship programmes with efficient selection, placement and administration of fellows and other WHO trainees, based on the review of short-term and long-term needs of the Member States.

Description of duties:
Under the overall guidance of Deputy Regional Director/Director, Programme Management and direct supervision of Director, Health Systems Development, the incumbent will provide expert technical support to Member States on the development of international and national educational and training programmes, including strengthening of fellowship programmes. The incumbent will coordinate the programme activities with other UN agencies and international organizations, and across different programmes and programmes within the Organization.

Under the direct supervision and guidance of Director, Health Systems Development, the incumbent will:

1. Review the activities in the development of human resources in SEAR countries, identify and advise the Regional Director on the direction that the fellowships programme should take for each country and for the Region as a whole, so as to ensure the development of appropriate health personnel.

2. Advise the Departments and programmes on policy matters as well as technical and managerial aspects of the Regional Fellowship and other training and educational programmes including study tours, in support of the development of relevant human resources for health in the Region;

3. Review, coordinate and make relevant recommendations to member states on national policies, procedures and proposals for fellowships and other short-term and long-term training programmes, in the context of the human resource needs, national health priorities;

4. Review, select, make placement, and evaluate fellows in appropriate study programmes within and outside the Region, and supervise the functioning of Education and Training Support unit (ETS).

5. Review, monitor and coordinate the other short term and long term education and training activities, including study tour programme and group educational activities and evaluate their effectiveness.

6. Review and identify training courses, and visit the training institutions within the Region to ensure the appropriateness of the courses to the human resources for health needs of the countries and the Region, and make recommendations for the development of appropriate, cost-effective courses and placement of fellowships from both within and outside the Region, developing the technical tools and guidelines for improvement of relevance and effectiveness of the training programmes.

7. Review, contribute and coordinate, as the focal point, the development work of global fellowship information system and represent the Regional Office at fellowship related meetings organized by UN Agencies, NGOs and training institutions.

8. Coordinate, promote and involve the WHO Collaborating Centres and the National Centres of excellence on HRH to further strengthening of the appropriateness and effectiveness of WHO’s Regional Fellowship Programme.

9. Periodically update and maintain the Regional database for educational institutions.

10. Review and prepare periodic analytical reports on the implementation and appropriate utilization of Regional Fellowship programme in contributing to national HRH priorities, for use at country, regional and HQ levels.

11. To perform any other related functions as required.

REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in medicine or other health science from a recognized university. Postgraduate degree in public health.

Desirable:
Specialization in educational science and/or medical education.

Competencies:

Skills:

Noncommunicable Diseases (NCD)

OBJECTIVES OF THE PROGRAMME :
The overall goal of the program is to reduce avoidable morbidity and premature mortality related to major noncommunicable diseases (NCDs), oral health conditions and genetic diseases in the South-East Asia (SEA) Region of WHO. The NCD Programme aims to achieve the following objectives:

1. To support Member States in developing national policies, strategies and implementation plans related to NCDs, genetic diseases and oral health, and

2. To provide technical assistance in planning, implementation and evaluation of national programmes related to NCDs, genetic diseases and oral health.

Description of duties:
Under the overall guidance and supervision of Director, Department of Sustainable Development and Healthy Environments (SDE), WHO/SEARO, direct supervision of the Regional Adviser – Noncommunicable Diseases (RA-NCD), and in close collaboration with WHO country offices and national authorities in respective Member States in the Region, the incumbent as a Temporary International Professional (TIP) will be required to perform one or more but not limited to the following duties:

1. Provide technical support in formulation and implementation of evidence-based public health policies and strategies in the field of NCDs, genetics and oral health;

2. Assist RA-NCD in the process of advocacy, planning, implementation, management, evaluation and revision of relevant national and regional programmes, including training of national personnel and strengthening research capabilities;

3. Support SEA Region Member States in conducting epidemiological surveillance of NCDs and their risk factors within the framework of national surveillance systems, analyze NCD surveillance data, and generate national and regional profiles;

4. Assist RA-NCDs to foster intersectoral action for reduction of exposure to common modifiable risk factors for NCDs at individual and population level;

5. Provide technical support in establishing partnerships and networks with other agencies, NGOs and professional organizations;

6. Promote and facilitate conduct of operational research aimed at strengthening health systems’ response to NCDs, genetic disorders and oral diseases using primary health approach;

7. Provide technical support to the NCD unit in conducting workshops, preparing regional reports and publications and conducting other task related to prevention and control of NCDs including genetics and oral health, as assigned by RA-NCD and carry out any other activities assigned by RA- NCD and Director SDE; and

8. To submit assignment report on completion of assignment.

REQUIRED QUALIFICATIONS
Education:
Essential: First University degree or Masters’ level degree in medicine or other health-related field with post-graduate degree in medical, nursing, epidemiology, health promotion or public health.

Desirable: Post-graduate degree or training in epidemiology and biostatistics.

Skills:

Experience:
Essential: In the area of NCDs:
For P3 – 5 years including two years of international experience
For P4 – 7 years including three years of international experience
For P5 – 10 years including five years of international experience.

Desirable:
1. Experience in working in low- or middle-income countries.
2. Experience in working with the UN system, in general, and in the WHO system, in particular.

Languages:
Excellent knowledge of spoken and written English. Knowledge of other UN official languages as well as languages in SEAR would be an advantage.

Additional Information:
The purpose of this vacancy notice is to invite qualified professionals with expertise in the field of NCDs, including genetic disorders and oral health and in particular public health experts, epidemiologist, social and behavioural scientist, for possible temporary assignments which may arise from time to time at the WHO Regional Office for South East Asia or any of the WHO country offices located in the Member States of the Region namely: Bangladesh, Bhutan, DPR Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste.

The grade of the position will be fixed based on the level of responsibilities and complexity of tasks assigned and reflected in the Terms of Reference.

The duration of specific assignments may vary from one month up to a maximum of 24 months.

The applications of qualified candidates (evaluated by the screening committee) will be kept in active roster and a competitive selection will be made as and when required for each specific assignment. The selected candidate will be informed accordingly. Separate Roster will be prepared for NCDs, Genetics and Oral health.
