Organization unit: SEARO Regional Office for the South East Asia (SE/RGO)/SE/DAF Director – Administration & Finance (SE/DAF)

OBJECTIVES OF THE PROGRAMME :
1. To act as advisor to Director, Administration and Finance and senior management on all matters pertaining to the financial and budgetary situation of the region, including appropriate use of financial resources.

2. To manage the budget, finance accounts and staff health insurance activities of the Regional Office. WHO Representative Offices and projects.

Description of duties:
Under the general supervision of the Director, Administration and Finance, the incumbent will be managing the budget , finance accounts and staff health insurance activities of the Regional Office, WHO Representatives

Offices and projects, in particular, he/she will:
1. Provide advice to Director, Administration and Finance and senior management, as required, on all budgetary and financial matters and the budgetary and financial implications of specific proposals; provide expert advice to all WHO/SEAR staff on all budget and finance matters.

2. Manage a team of professional and support staff in Budget & Finance, and support their continuous training and development to ensure efficient and effective provision of timely support services to all departments/staff in the Region.

3. Provide guidance in the form or policy circulars and instructions, along with training to administrative and finance staff in country offices.

4. Prepare the regional programme budget submission to HQ and participate in programme planning with specific reference to budgetary and financial aspects thereof.

5. Prepare the annual and biennial closure of regional accounts for submission to HQ. Finalize financial and other reports for submission to governing bodies, member states, donor agencies and others.

6. Assist Department Directors and WHO Representatives in negotiating, estimating and finalizing donor agreements to allow receipt and appropriate use of extra-budgetary resources.

7. Develop programme specific practices and procedures for intensive donor-funded programmes such as Polio, Tuberculosis, “3 x 5″ initiative (HIV/AIDS) to facilitate programme delivery that comply with WHO financial rules and Manual Provisions.

8. Act as Regional Staff Health Insurance Officer and serve as Secretary to Regional Surveillance Committee serve as a liaison between the Committee and the Regional Medical Referee on matters in connection with Health Insurance, make periodic reports including analysis of individual participant case as and when necessary.

9. Coordinate external, internal, joint inspection Unit and related audit visits to the Region; take lead in preparation of regional responses to audit observations and overall implementation of audit recommendations.

10. Independently prepare briefing and statements on budget and finance matters as required by the Regional Director.

11. Review, revise and develop existing and new fiscal and administrative policies for the region and the organization in collaboration with HQ and counterparts in other regions to ensure sound budget and finance practices and adequate control.

12. Conduct ad-hoc fiscal studies, e.g., for per diem, travel costs and contracts, education grants, local housing costs, post adjustments and local salaries.

13. Represent the Regional Office in WHO global and inter-regional meetings and in consultations/negotiations with national authorities on matters related to financial management.

14. Act as Director, Administration and Finance, during absences.

15. Perform other duties as assigned

REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university (post graduate) degree in business administration and/or accounting or equivalent training.

Desirable: Professional certification as Chartered/Certified Public Accountant.

Skills:
Thorough knowledge of financial practices and procedures in accounting and budgeting. Demonstrated problem-solving and analytical abilities. Excellent inter-personal and communication skills and ability to supervise in a multicultural setting. Ability to develop lead and motivate an effective team.

Other skills:
Knowledge of relevant computer applications; ability to translate financial and budgetary procedures into specifications for computer applications. Knowledge of WHO programmes and policies and/or those of the UN common system.

Experience:
Essential: Extensive professional experience in financial management at the national level (over 10 years) or at the international level (over 5 years), 3 years of which are in managerial or supervisory role. Experience in the preparation and presentation of analytical financial reports.

Desirable: Experience in international programmes especially the United Nations system in developing countries.
Languages:
Excellent knowledge of spoken and written English; Knowledge of French or other UN official languages desirable

Annual salary: (Net of tax)
US$ 79,537 at single rate
US$ 85,615 with primary dependants Post Adjustment: 38.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
